[UPS] Open Archive Software

Dear all,

We've finished an alpha version of documentation and software release of the
front end for Open Archives Protocol handling.  You can find this at
http://www.cs.cornell.edu/cdlrg/dienst/software/OpenArchivesSoftware.htm.
As with previous communications this is for internal group distribution
only.  We'll make available for public release by the end of January.
