Hi David,
You could use our UMProvider software, available at:
https://sourceforge.net/projects/umoaitoolkit/
It's written in perl. There is also a large list at:
http://webservices.itcs.umich.edu/mediawiki/oaibp/index.php/TurnKeyPackages
