If we assume the harvester is clever and the provider simple, perhaps all
that is needed is to include the resource URLs in the DC record (parts,
formats, versions).
If a harvester is interested in doing something with the resource,
presumably it is clever enough to work out what it needs (e.g. if it
downloads an HTML page, it should also retrieve anything that is included on
that page).
