Okay, not sure if this will be useful to anyone, but I've written a TEI-Lite
to OAI Dublin Core transform that works for me.  It's not a complete transform,
but I think it's documented well enough for someone to extend it and make it
better.  Or, at the very least modify it to be useful for your own project.
