It is definitely not valid. It looks they are trying to use Qualifed DC
which is not allowed by the simple oai_dc XML Schema. There are XML Schema
for Qualified Dublin Core that use the xsi:type attribute to specific
Qualifed DC encoding schemes. See
http://www.dublincore.org/schemas/xmls/qdc/2003/04/02/notes/ for details.
If the provider wanted to provide Qualifed DC with the xsi:type attributes
they could use one of the container schema provided from the above URL.
