Thank you all for replying. I will do as Simeon and Ann suggest- create a 
second dc:identifier element for the bibliographic information. I imagine 
we'll end up supporting several formats like PRISM and dc with citation 
qualifiers. It can't see a reason to create our own format since there are 
already many flexible options available.
