to clear up any confusion, DBUnion is more or less an OAI aggregrator 
that's used in the ODL project (http://oai.dlib.vt.edu/odl) at Virginia 
Tech.

the original question about utf8 is still unclear to me - i have 
contacted the author to try to resolve this between us.
