[OAI-implementers] OAI Protocol Version 2

Hello, all -- we are now open for registering/validating OAI
repositories
at the Version 2.0 level.  In fact, one site has already been registered
as
a version 2 repository.

One change from version 1 is that the notion of compliant and robust
has been dropped.  Compliant sites are expected to recognize and handle
the six verbs as well as the following 13 erroneous requests:
