I would think that in this case the catalog record is serving as a
surrogate for the actual image. That is what the user would be looking
for.

The DCMI type vocabulary is used with the element Resource type, which is
not the same as the element Format. Resource type is defined as "The
nature or genre of the content of the resource." The designator image/tiff
is the physical format, which would be used in Format (as you've done
below) and wouldn't be appropriate in Type. So what you've done for these
2 elements is correct.
