[OAI-general] Search Protocol for searching based on DC elements

The OAI-PMH (protocol for metadata harvesting) is for metadata harvesting
and does not have search functions. It is envisaged that service-providers
will implement searches and other services. See, for example, 'arc' 
advanced search (http://arc.cs.odu.edu/).
